To receive the first attribute quest go to Destiny's Gorge and pickup the quest Forgotten Ones. Then warp to Augury Rock, take the north exit and complete this quest. Upon completion you will be able to receive a new quest, this quest is for your attribute points. All you have to do is run to this npc to finish the quest so its just a stroll down to the portal south of you as enter the next zone and continue to the green quest location on your map.

I posted the wrong area b4, this is what i meant.

I read around and then said "hmmmmm, maybe I must change my secondary! since they figure thats what the attributes will go to!" I did the Warriors quest and changed secondary to warrior.

I went back to the snake guy in the desert hoping to see a green triangle over him.....again, nothing.

this is what i get. ^^^

You need to speek to it's cousin or brother( theres not both, one or the other).
If not, please use the /bug command.
